Turtle island activation/warper/quest

This script contains warpers to/from Turtle island, the activation miniquest and the quest part being held on the Turtle island. Converted from Athena but the script seems to correspond to what is on official servers (or at least it corresponds to a part of the official Turtle Island quest). It uses a turtle_npc guest variable which seems to exist on older ASB releases but is never used.
